When they exited the store with the stolen diapers, detectives attempted to arrest the suspects, but they fled on foot. A short distance later, they were located and placed into custody. All three suspects were booked into the Orange County Jail and charged with Trafficking in Stolen Property, Grand Theft and Resisting without Violence. Marvin Brown was also charged with Residential Burglary and Violation of Probation for a drug-related charge. The investigation is ongoing with additional charges pending.

The hull is constructed of low magnetic steel, and divided into eight compartments, and features a distinctive high aft fin. The Project 971, using a steel hull, was initiated in 1976 when it became evident that existing industrial infrastructure was inadequate to mass produce the expensive titanium hulls of the Project 945 Sierra class. The performance of the Project 971 boats was a close approximation to that of the Project 945 design, though the later was significantly more expensive to build and maintain. It has 650 mm and 533 mm torpedo tubes which can use mines as well as Granat cruise missiles, antisubmarine missiles, and torpedoes.
The submarines feature double hull construction, dramatically increasing the reserve buoyancy of the submarine by as much as three times over that of a single hull craft. Ballast tanks and other gear are located between the inner and outer hulls, and limber holes are provided for the free-flooding sections between the hulls. Akula class submarines incorporate limber hole covers that can be closed to reduce or eliminate this source of unwanted noise.

Built to engage surface task forces and coastal facilities, the Akula submarine design was under constant upgrade. NATO designated the Project 971 boats as Akula I, and the Project 971U as "Improved Akula I" while Project 971A was designated Akula II. According to some reports the 'Akula-II' class has a 3.7 meter longer hull to accomdate a quieter propulsion system. There is some non-trivial disagreement between authoritative sources as to launch and commission dates for all units, as well as which units are 'Improved Akula' vs. 'Akuka-II'.

The Akula is the quietest Russian nuclear submarine ever designed, and the low noise levels came as a surprise to Western intelligence. Russia claims the Akula is the quietest of its domestically built submarines and is fitted with acoustic countermeasure equipment. Noise reduction efforts include rafting the propulsion plant, anechoic tiles on the outside and inside of the hulls and possibly other measures such as active noise cancellation. Nonetheless, the American Improved Los Angeles class retained a decisive edge in silencing compared to the Akuka I. The Project 971A Akula II incorporated an improved double layer silencing system for the power train. According to Russian sources, this variant had noise emissions that were roughly the level of a basic Los Angeles and that of the Improved Los Angeles at slow speeds. At medium or high speeds the Improved Los Angeles design retains an acoustic advantage according to Russian sources. The Project 971 uses advanced sound insulation techniques that may not withstand Russian service conditions, and it may actually be noiser than earlier designs using more basic quieting technologies if poorly built or improperly maintained. The Project 971 is said by Russian sources to be at a distinct disadvantage in sensors, with a sonar suite that is roughly one-third as sensitive as the Los Angeles, able to track only two targets simultaneously (as opposed to the multiple target tracking capabilities of the American system).

The Akula can launch a range of anti-submarine and anti-surface vessel torpedoes. The submarine has eight torpedo launch tubes, four 650 millimetre and four 533 millimetre tubes. The Improved Akula and Akula II have ten, with six 533 mm tubes. The four 650 mm tubes can be fitted with liners to provide additional 533 mm weapon launch capacity. The torpedo tubes can be used to launch mines instead of torpedoes. The Akula Class carry up to twelve Granat submarine launched cruise missiles. The missiles are fired from four 533 mm torpedo launch tubes. The submarine's anti-ship missiles are the Novator SS-N-15 Starfish and the Novator SS-N-16 Stallion and an air defence capability is provided by the Strela SA-N-5/8 portable missile launcher with 18 missiles.

The main propulsion machinery consists of a VM-5 pressure water reactor with a model OK-650 b high-density reactor core rated at 190 MW with a GT3A turbine developing 35 MW. Some sources credit Akula with two reactors, but it appears that the Akula has only one reactor, as opposed to older Russian subs, which had two. Two auxiliary diesels rated at 750 hp provide emergency power. The propulsion system drives a seven bladed fixed pitch propeller. The propulsion system provides a maximum submerged speed of 33 knots and a surface speed of 10 knots. A reserve propeller system, powered by two motors rated at 370 kw, provides a speed of 3 to 4 knots. The submarine is rated for a diving depth to 600 meters. The submarine carries sufficient supplies for an endurance of 100 days and is operated by a complement of 73 crew.

The submarines were built by the Amur Shipbuilding Plant Joint Stock Company at Komsomolsk-on-Amur and at the Severodvinsk shipbuilding yard. Output of Akula submarines remained steady at one-to-two a year until 1995. Eight Akula class submarines were built in Komsomolsk until activities there ceased in 1993. All sources are in agreement that a total of seven Akula I submarines were built [though there is some dispute as to whether K-461 Volk or K-480 Bars is an Akula I or an Improved Akula I]. These boats were all commissioned between 1985-86 and 1992. The prototype K-284 was decommissioned in 1995 to avoid the expense of a reactor refueling, and is generally not expected to return to service. According to some sources, at least one and perhaps as many as three Akula-Is were placed in reserve status in the late 1990s.

At least two and perhaps as many as four Improved Akulas entered service between 1992 and 1995. An additional Improved Akula I [K.267 Drakon] was launched in 1994 and delivered to the Russian Navy in 1995, though subsequently repossessed by the shipyard due to lack of payment. The boat reportedly remained in the possession of the Komsomolosk yard, which was said to be trying to sell her. According to some sources at least one [and probably two] additional Akula-Is remained undelivered [and almost certainly largely unfinished] at Komsomol'sk-na-Amur.

The status of the Akula II program is less certain, with at least one authoritative source maintaining that this class has yet to put to sea. The Vepr [which is probably an Akula II] was launched in December 1994 and according to some sources was commissioned in 1995. The Gepard was laid down in 1991, with the sub scheduled to enter active service in 1996. In fact, Gepard is still in the yard, and has been renamed Belgograd. The sub's crew was scheduled to arrive on board in early 1998 while the boat was still under construction. At least two and perhaps as many as four more Akula II units are being built. As of early-1999 there were at least two unfinished Project 971A Akula-IIs in the building halls at Severodvinsk [probably the ex-Gepard Belgograd and the Kuguar]. No completion date is projected, but they appeared unlikely to be completed before 2001.

The active submarines of this class are in restricted service to conserve their remaining reactor core lives. There are at least eight Akula submarines currently operational, and by some estimates the number of Akulas in active service may be as great as eleven. At least three more units [and possibly as many as five] remain under construction, and their completion could bring the total inventory to as many as fifteen boats by the end of the decade.

Never crush or swat the tick as this action would encourage it to “latch on” even more tightly. To date, there have been no reported case of tick borne West Nile virus as a result of a direct bite from a tick to a human, but ticks do transmit other illnesses such as Lyme disease.

The Indiana death comes in the wake of another troubling statistic from the Indiana State Department of Health: West Nile-carrying mosquitoes have been found in 62 counties this year, nearly double the number from last year and eight more than in 2010.

“This is really scary,” said Karen Roos, a neurologist at Indiana University Health. “We are seeing so many mosquitoes in so many counties.”

Roos, who has studied West Nile and specializes in infectious diseases that affect the central nervous system, said symptoms of the virus can mimic those of diseases such as meningitis, cephalitis and even polio, with leg weakness and paralysis becoming possible outcomes.

Symptoms include fever, headache, body aches, swollen lymph glands or a rash.

There is no vaccine or cure.

The potential for more cases could continue into the fall.

“Mosquitoes are really only gone after the first freeze,” Roos said. “Up until then they are going to remain a risk.”
Roos said she thinks this year’s number of patients could increase “exponentially” over the next few weeks.

My dad would always tell me the Astros played inside because watching outdoor summer baseball in Houston was intolerable, not because of the heat but because of the mosquitoes. As a boy in Dallas, I remember being sprayed with what seemed like a whole can of mosquito repellent at outdoor events; I would smell so bad that I’d repel people as wellcrazy by their constant presence and the irritation and pain they would cause. Rarely do they ever cause any medical harm. While biting humans, female mosquitoes suck a small amount of blood needed to mature their eggs they intend to lay. A small percentage of viruses may be spread into humans by mosquito vectors which bite us after picking up the virus getting blood from another food source. These viruses need such vectors in order for their infectious spread.

In 1999, a certain type of virus spread through mosquitoes, called West Nile Virus, began causing human infection, mainly in adults, similar to many other previously known illnesses. This arbovirus, a name given to a class of viruses resulting from a bite from a tick, mosquito or sandfly, can cause a flu-like illness consisting of fever, joint pain, muscle aches and weakness but may progress to invasive neurological disease (infection of the brain and the surrounding spinal fluid) and possibly death. Symptoms of this kind of disease are headache, vomiting, fever, neck stiffness, mental status changes involving abnormal behavior, level of consciousness and possibly seizures.

In the summer and autumn months, the virus peaks in many states throughout the country, though not often mentioned as a common cause of illness in these parts. However, this summer, especially in North Texas, an alarming spike in West Nile virus has become a major public health risk more so than any other state. According to ArboNET and the Center for Disease Control, Texas has been by far the most affected state, along with Louisiana, Mississippi and Oklahoma. Only a handful of states in the southwest and east coast have had no detectable WNV activity, but the majority has been in the Gulf Coast and directly north of Texas. Cases of flu-like illness as well as more invasive disease have been making headline news in Dallas, and the city has begun spraying against mosquitoes in many areas, including my childhood neighborhood where my parents still reside. As of the middle of August, over 200 cases of WNV have been confirmed, including 8 deaths in Dallas County.

The incubation period for WNV-associated diseases is between 5-15 days. Most illnesses in children are flu-like symptoms, fever, muscle aches and headache. According to a recent article published in Pediatrics, almost 1,500 cases of WNV were seen nationally in children from the years 1999-2007. The vast majority of cases were in July-September. Approximately 1 in 3 infected children developed neuroinvasive disease, mostly meningitis. Three pediatric deaths were seen in this study. Children during this time reflected only 4% of all WNV cases, making it a rare disease compared to adults. Most infected with the virus at any age do not show any symptoms at all. Several confirmed cases of WNV infection in Texas have come from positive screening at blood banks from unknowing blood donors this year. These adults have been exposed to and carry the virus, test positive on screening, yet show no significant symptoms at the time of diagnosis. Of those infected, less than 1% develop disease beyond flu-like conditions. Those at highest risk of invasive infection remain the elderly.

Part of his reasoning is that the creature was first sighted in 565 AD, which means that the original creature must have had offspring instead of living for the past couple thousand years.

While he took the picture late last year, Edwards only recently started showing it to people. He said,

"Lots of people have come up to me since the picture started getting attention, and telling me they’ve seen something similar. And there’s no smoke without fire, so there must be something in that lake."

'The material used; Avitrol Double Strength Corn Chops (EPA reg. # 11649-5) is approved by the U.S. Environmental Protection Agency and intended to be used for bird control for blackbirds, brewer's blackbirds, cowbirds, grackles, red-winged blackbirds, rusty blackbird, starlings, and yellow-headed blackbirds.'
Officials have said Ingraldi Farms have previously used a ready to use liquid repellent intended to be used for bird control.
Ingraldi Farms is licensed through the New Jersey Department of Environmental Protection to apply pesticides on their farms.
The company has been working with the New Jersey Division of Fish and Wildlife to alleviate the crop damage done by large flocks of birds.
It has estimated a crop loss of $15,000 so far, due to the birds eating their crops, NBC reported.
Bird specimens have been collected and are being sent to the New Jersey Department of Environmental Protection Laboratory for testing.
'Preliminary investigation gives us the impression that... he had problems with birds,' said county spokesman Troy Ferus.
'He applied for and got a permit for a product that kills birds and that’s what it seems to have been effective at doing.'
Ingraldi Farms declined to comment to NBC.
Officials say the dead birds are not toxic but that any member of the public that encounters a dead bird should use gloves when picking it up and wash their hands thoroughly after handling and disposing of it.

New pit bulls have not been allowed to live in Florida’s Miami-Dade county since 1989, when a ban against the breed took effect following some tragic attacks. Breed advocates, who see the law as discrimination, asked voters to overturn it. That includes Miami Marlins pitcher Mark Buehrle and his wife, Jamie, whose dog, Slater, has become the face of the movement. After Buehrle signed with the Marlins, the family had to find a home outside of Miami-Dade in order to keep Slater.

Last summer when a teenage boy and his father were robbed on a bike trail in Portland, Ore., the alleged mugger brought along some muscle — a large Pit Bull — to intimidate the pair into giving up their valuables.

But it turns out that the dog, Scooter, was a big softie behind that tough-dog exterior. She'd just been running with the wrong crowd.

Scooter wound up at Multnomah County Animal Services and was there for seven months with no prospects of an adoption when she got a lucky break. One of the workers called Angela Adams, who runs the Born Again Pit Bull Rescue, and that was the beginning of Scooter's new life.

Adams, who has a bachelor’s degree in business management and marketing and works as a caregiver to an 81-year-old veteran, founded the rescue in 2007. “I started it out of my home, privately, independently, totally funded out of my pocket,” Adams says.

She began rescuing Pit Bulls after falling in love with one named Jasmine. “After I read a statistic that for every 1 Pit Bull-type dog that finds a home, 600 die in various facilities in the U.S. — I had to do something,” Adams wrote in her blog. “Something is better than nothing.”

“I love the breed because they are super intelligent, and they are very, very loving,” she says. “They live to make you happy, so it is so easy to train these dogs.”

Last year, she pulled 42 dogs out of Multnomah County Animal Services, and all went through foster homes before going up for adoption. So it made sense that the shelter turned to her to help Scooter. “Obviously, in a shelter it’s so hard to get a read on a dog,” Adams says. “These Pit Bull-type dogs want nothing more than to be in a home environment … they go downhill so quickly because of the stress.”

Once Adams got Scooter home, she realized the dog who’d taken part in this robbery was no bully. “This dog is rock solid,” she thought, and transferred Scooter to her organization. Adams says the dog's previous owner had taken advantage of some of the misconceptions around Pit Bull-type dogs and used her to intimidate and create fear. But “honestly, Scooter did not need rehabilitation; she was so lovely.”
From Adams' house, Scooter went to one of the foster homes in the Born Again network, with key trainer Merissa Micochero, who runs Paw n Hand K9 with her husband. “She had very little issues. She’s great with other dogs. She fit right in with the family,” says Micochero, who has two small children at home. “She’s a great example of how you can take a really awesome dog and, just because of how she looks, you can scare the bejesus out of someone.” In fact, Micochero got Scooter started on her way to becoming a therapy dog. Micochero fostered Scooter for about a month. “Scooter was awesome. Her [training] was basically just minor behavior adjustments, helping her figure out exactly what we expect of her.” And that was one of the factors that made Kris Beattie, a 70-year-old retired nurse in Oregon, interested in offering Scooter a forever home. “She has a most interesting personality and is wonderful with my grandchildren, learns quickly, and has the typical bull-type stubbornness,” Beattie says. “The hardest thing so far has been 'come' — perhaps because she belonged to a homeless person and may have always been on a leash — but we're working at it! She is a sweet girl, and we're glad to have found her.” Now, Beattie hopes to have Scooter tested to get her therapy dog certification in September. Instead of being feared for her tough looks, she'll be welcomed for her healing spirit. That's a big — and wonderful — change for this sweet dog.

MMA Fighter Naked Church - Mixed martial arts fighter and reality TV show host Jason "Mayhem" Miller was arrested Monday on suspicion of burglary after deputies found him dozing naked on a couch in an Orange County church.

Miller, 31, was released from Orange County Jail early Tuesday after posting $20,000 bail, jail records show.

The pastor of Mission Viejo's Mission Hills Church called authorities shortly after 9 a.m. when he discovered a break-in, said Orange County sheriff's spokesman Jim Amormino.

The first floor was ransacked — broken pictures and books were strewn across the floor — and the walls had been spray-painted. A fire extinguisher had been set off, leaving a trail of residue that led deputies to the second floor.

That's where they found Miller, Amormino said, who was naked and "dozing" on a couch.

"When they asked him his name, he kept saying, 'Mayhem, Mayhem,'" Amormino said. "They didn't know who he was — they thought he was being uncooperative."

Miller was arrested without incident and taken to the hospital ward at the Orange County Jail, where he was evaluated and "deemed OK for booking," Amormino said. He was booked on suspicion of burglary but could face additional vandalism charges, Amormino added.

Deputies believe Miller entered the building by pulling off boards that covered a window broken at the church Saturday night, Amormino said. Investigators are looking into whether Miller was responsible for breaking the window Saturday, an incident they believe was another burglary attempt.
Miller's connection, if any, to the church was unknown, Amormino said.

The middleweight has fought for several organizations, including UFC and San Jose-based Strikeforce but said he would retire if he was defeated by C.B. Dollaway in a May 27 UFC match. After losing the lackluster decision, UFC president Dana White said Miller was "done" with the organization.

He also worked as a coach on UFC’s "The Ultimate Fighter" on Spike TV and hosted three seasons of MTV's "Bully Beatdown," where bullies are challenged to fight MMA fighters to win $10,000.

According to his biography online, Miller is "known for his flashy entrances, exciting fighting style, and magnetic personality, both in and out of the ring."

West Nile Virus Spreads - According to the Centers for Disease Control and Prevention, the West Nile virus, which is carried by mosquitoes, appears to be spreading faster than it has in years. Health officials say states are reporting more cases than usual, and the number of cases nationwide has just about doubled since last week. While the outbreak is expected to get worse, experts say most people never realize they have the virus.

Dallas Mayor Mike Rawlings declared Wednesday that the city is facing an emergency as the West Nile virus spreads, killing at least 14 people in Texas and 26 nationwide, according to the Centers for Disease Control and Prevention.

The Dallas declaration clears the way for aerial spraying to kill the infected mosquitos that carry the disease.

The United States is experiencing its biggest spike in West Nile virus since 2004, with 241 cases of the disease reported nationwide this year so far, including four deaths, health officials said last weekend, before the latest totals.

Of the 42 states that have reported infections in people, birds or mosquitoes, 80% of them have been in Texas, Mississippi and Oklahoma, the U.S. Centers for Disease Control and Prevention said in a statement. The CDC listed a breakdown of infections by state.
"It is not clear why we are seeing more activity than in recent years," said Marc Fischer, a CDC medical epidemiologist. "Regardless of the reasons for the increase, people should be aware of the West Nile virus activity in their area and take action to protect themselves and their family." The virus is transmitted through infected mosquitoes. In the United States, most infections occur between June and September, and peak in August, according to the CDC. Symptoms include fever, headache, body aches, joint pains, vomiting, diarrhea or rash. "Less than 1% develop a serious neurologic illness such as encephalitis or meningitis (inflammation of the brain or surrounding tissues)," the CDC said.
Those at greater risk are people older than 50 and those with conditions such as cancer, diabetes and kidney disease, or with organ transplants. There are no medications to treat West Nile virus or vaccines to prevent infection. People with milder illnesses typically recover on their own, but those more seriously affected may need hospital care. Health experts say prevention measures include avoiding mosquito bites, using insect repellant and getting rid of insect breeding sites.

When they first realised what had happened, the people living in the Cumberland County town of Millville were, understandably, left baffled. They said it was like something out of a film.
In one street alone residents found at least 80 birds - mostly red-winged blackbirds - on the ground dead having fallen from trees and the sky.
One neighbour even said she saw the birds falling out of the air.

'Crazy - something out of a movie,' Michelle Cavalieri, who saw the birds fall from the sky, told NBC.
The birds that fell in Millville caused a bloody mess on roadways in the residential neighbourhood.
Jim Sinclair said: 'They’d get up and try and fly and they were out of control so they'd crash and fall again. It was just strange.'

Animal control, public health officials and other emergency crews arrived the scene yesterday morning to try and find out exactly what happened.
The Cumberland County Public Information Officer Troy Ferus then revealed there wasn't an environmental cause for the birds' death.
Instead, he suggested it was something they ate - a double-strength granular pesticide put down legally by nearby Ingraldi Farms to stop birds eating its corn.

In a statement issued by Mr Ferus, he said: 'The Department of Health reports that on Monday evening Ingraldi Farms applied a granular pesticide intended and approved to cull birds, causing an unusually high volume of dead birds in the area of Ingraldi Farms and Whitemarsh Estates in Millville.

'The material used; Avitrol Double Strength Corn Chops (EPA reg. # 11649-5) is approved by the U.S. Environmental Protection Agency and intended to be used for bird control for blackbirds, brewer's blackbirds, cowbirds, grackles, red-winged blackbirds, rusty blackbird, starlings, and yellow-headed blackbirds.'
Officials have said Ingraldi Farms have previously used a ready to use liquid repellent intended to be used for bird control.
Ingraldi Farms is licensed through the New Jersey Department of Environmental Protection to apply pesticides on their farms.
The company has been working with the New Jersey Division of Fish and Wildlife to alleviate the crop damage done by large flocks of birds.
It has estimated a crop loss of $15,000 so far, due to the birds eating their crops, NBC reported.
Bird specimens have been collected and are being sent to the New Jersey Department of Environmental Protection Laboratory for testing.
'Preliminary investigation gives us the impression that... he had problems with birds,' said county spokesman Troy Ferus.
'He applied for and got a permit for a product that kills birds and that’s what it seems to have been effective at doing.'
Ingraldi Farms declined to comment to NBC.
Officials say the dead birds are not toxic but that any member of the public that encounters a dead bird should use gloves when picking it up and wash their hands thoroughly after handling and disposing of it.
